FRANCIS FUKUYAMA is a Bernard L. Schwarz professor of interna-tional political economy at Johns Hopkins University and a mem-ber of the President's Council for Bioethics. He has twice served on the Policy Planning Staff of the U.S. Department of State. In 1981-82 he was also a member of the U.S. delegation to the Egyptian-Israeli talks on Palestinian autonomy. His past books include Trust, The Great Disruption, Our Posthuman Future, and State-Building.
