简介: 当今世界的经济版图被产业集群的组织方式所主宰。在各国工业化进 程中产生的形形色色的产业集群,使得世界经济形成了色彩斑斓、块状分 明的“经济马赛克”,创造着世界经济的大多数财富。作为工业化进程中 衍生出来的一种重要的产业组织形式——产业集群,对一国工业化进程的 驱动作用,已经被发达工业化国家的经济发展事例所证实。后发工业化的 发展中国家也在纷纷效仿,制定旨在激励集群形成的相应产业政策,以加 速本国的工业化进程。与此同时,有关产业集群的理论文献也随之日益增 多。 然而,对于产业集群的理论研究却并不令人满意。主流的新古典经济 学至今无法给出一个合理的解释。自马歇尔之后,西方主流经济学者已经 很少有人再去关注这一领域的研究。最近十几年来,该领域的研究才呈现 出新产业区理论、竞争优势理论、新经济地理学、新经济社会学等多学科 、多视角相互交融的局面。这种现象的出现,一方面暴露出西方主流经济 理论的局限与不足,另一方面也预示着未来社会科学相互融合的发展趋势 。在边际革命基础之上所构建起来的新古典经济学分析框架,虽然具有严 密的组织程度、较高的逻辑内洽度,从而使得经济学的研究更接近于科学 的形式化表述,变得更加精确和易于处理,但是所付出的代价也是巨大的 。其致命的缺陷就是,未能包含古典经济学的思想精髓:劳动分工和经济 组织的思想从此在经济学的视野消失了。这也就是为何主流的新古典经济 学无法对诸如产业集群这类组织现象做出合理解释的缘由。在没有一个令 人信服的理论分析框架的情形下,要想对“产业集群与工业化”这样一个 重大课题给出一个圆满的解释是惘然的。 本书的目的在于:综合经济学以及其他社会科学的最新理论成果,对 新古典的分析框架进行修正,构建一个产业集群分析的理论框架,并在此 理论基础上对工业化进程中的产业集群现象与问题进行实证分析和经验研 究。 本书主要采用文献研究、案例研究和调查分析相结合,理论研究和实 证研究相结合的方法,着重对以下几个方面的问题进行了研究并得出了相 应的结论: (1)产业集群理论分析框架的构建和产业集群形成机理的探索。本书从 新兴古典经济学的视角出发,同时结合新制度经济学、新经济地理学、新 经济社会学、演化经济学、报酬递增理论、信息经济学的最新成果,构建 了产业集群的动态分析框架。同时,本书证明了工业化过程是一个分工不 断深化,生产迂回度不断增加、分工网络不断复杂化、价值链不断延长的 过程。产业集群是工业化的内生产物,工业化过程孕育着新的产业区域。 这种工业化进程中地理形态上的产业集群是由工业发展的内动力——专业 化与分工演进力量的驱动而产生的。 (2)产业集群的形态分类、成长机制以及产业集群的网络创新机制的研 究。在阐述马库森(Markusen)的产业集群分类,Philip McCann等人交易成 本理论视角的产业集群分类基础上,本书提出了立足于中国特殊国情和历 史的中国产业集群的分类方法。在产业集群的生命周期中,提出了产业集 群一般要经历诞生、发育、成长、成熟和衰退五个阶段的理论。在产业集 群的风险研究上,提出了内生性风险和外生性风险分类的理论观点:内生 性风险又细分为结构性风险和网络性风险,外生性风险包括周期性风险、 政策性风险和其他不可控制因素带来的风险。在产业集群的创新研究中, 从中观的网络创新体系和宏观的国家创新体系两个视角进行了分析。 (3)新型工业化道路下中国产业集群组织模式的探索。新型工业化道路 要求我国的地方产业集群必须走一条以信息化带动工业化,工业化促进信 息化,科技含量高、经济效益好、资源消耗低、环境污染少、人力资源优 势得到充分发挥的道路。必须大胆探索产业集群的新的组织模式,建立节 约型社会。其具体内容包括:集群生态化与发展以循环经济为特征的生态 工业园;集群治理中的物流成本节约;集群信息化与发展以信息网络技术 应用为特征的虚拟产业集群;发展以知识经济为特征的高科技产业集群。 (4)全球价值链(GVC)视角的发展中国家产业集群升级研究。分别从价 值链的治理机制、产品附加值的分布及发展中国家产业集群在全球价值链 中的分工地位等方面构建产业集群的风险分析框架,对全球价值链分工可 能给发展中国家产业集群带来的风险因素及其防范措施进行了探索,以期 为发展中国家产业集群的可持续发展提供借鉴。 (5)工业化进程中的产业集群案例研究。本书分别选取了三个具有代表 性的发达国家的产业集群——美国的“硅谷”、日本的产业综合体、意大 利的中小企业集群和三个具有代表性的中国产业集群——浙江的“意大利 式”中小企业集群、北京中关村的高科技产业集群和东莞“全球性制造业 基地”的外源型产业集群。对其形成的历史条件、现状问题进行了研究, 同时对一个正在处于成长中的产业集群——“保定市华北汽车城”的发展 进行了实地调查与研究。
