《开放条件下的新经济增长理论：跨国经济增长差异跨国技术扩散与开放政策研究》主体的最后部分，转入了对中国——世界最大的发展中国家——经济增长的个案研究。《开放条件下的新经济增长理论：跨国经济增长差异跨国技术扩散与开放政策研究》认为，强调技术扩散的内生增长理论，是能够解释中国经济的“增长奇迹”的；《开放条件下的新经济增长理论：跨国经济增长差异跨国技术扩散与开放政策研究》的研究，对于理解中国经济在对外开放背景下的高速增长有借鉴作用。同时，另一方面，中国经济的“增长奇迹”，必然也为经济增长理论提供新鲜的素材。该部分首先简单阐述了开散增长理论对于中国的意义，然后回顾了中国经济对外开放的历程，总结了中国经济开放与增长的“程式化事实”（Stylized Faets）。在中国这个案例上，《开放条件下的新经济增长理论：跨国经济增长差异跨国技术扩散与开放政策研究》的观点是：从外部条件看，是开放创造了或决定了“中国奇迹“的出现；从对外开放与对内改革的关系上看，两者也是相互推动的。从本质而言，开放本身就是一种触动利益集团之间利益分配格局、改变经济地理分布的社会经济制度的根本性改革。近30年的中国对外经济发展的历史充分说明，任何否定对外开放对中国经济发展的决定性贡献的企图，都必然是枉然的。任何试图阻挡中国对外开放步伐的人，必然会站在历史的反面。因此，从推动中国经济改革开放的角度看，《开放条件下的新经济增长理论：跨国经济增长差异跨国技术扩散与开放政策研究》的研究具有重要的理论意义和现实意义。
