Deeply critical of neo-classical economic explanations for deregulation in the transportation sector, Ellison (Nova Southeastern U.) argues for a classical modernist approach that addresses issues through a comparative institutional approach that recognizes the role of entrepreneurs in pushing for regulatory change. He compares and criticizes other economics theories, including Marxist ones, and finds them lacking in explanatory power. He also argues that there is a problem with non-academic economists, working for government and business, thinking it is possible to promote good policy by reason. Instead, he argues, these economists become "engineers" promoting plans that benefit their employers, rather than the economy (and the public) as a whole. Annotation c.
