《中非经济改革与发展战略高级研讨会》内容简介：发展与减贫是二十一世纪发展中国家面临的两大主题。能否实现国际社会所确定的千年发展目标则是广大发展中国家，特别是非洲国家所面临的严峻挑战。中非友谊源远流长。长期以来，中国与广大非洲国家在政治上相互支持，经济上相互补充，共谋发展。几十年来，包括中国与非洲国家在内的广大发展中国家都在改革、开放、促进经济发展和消除贫困方面进行艰苦的探索，然而取得的成果却有所不同。一些国家通过改革使经济得到快速发展，宏观经济环境明显改善，广大人民的生活水平迅速提高，贫困人口急剧减少。而另一些国家则经济增长乏力，贫困问题加剧。究其原因，各国虽在政治制度、基础设施、自然和人力资源、文化以及技术和资金等方面存在诸多差异，但发展战略的选择也是影响到改革能否成功的一个重要因素。
为相互借鉴经验，2003年10月，中国和20个非洲国家的高级官员相聚在北京，举行中非经济改革和发展战略高级研讨会。通过讨论，大家总结出许多重要的经验和教训。这些共识包括：要处理好改革、发展与稳定的关系；改革的顺序和节奏要符合一国的具体情况，先推行易行和成本较低的改革，对难度较大的改革要等待时机成熟；要使大多数人在改革的不同阶段得到实惠；世界上没有一种适合所有国家的单一发展模式，但是任何一国的改革和发展的经验都可能对其他国家有借鉴作用。正因为如此，来自20多个发展中国家的代表会聚北京，试图通过深入交流，探索适合自己国情的发展道路。
