本书以第三届国际剪纸艺术节获奖作品为主要出版内容，融合近年来国内外的剪纸名品，是一部剪纸艺术作品系统展示的图册。
《中外剪纸精品》入选作品中：一部分是从“第三届国际剪纸艺术展” 获奖作品中挑选出来的。参加本届展览评选的中外作品有2000多件，共评出终身成就奖（68岁以上的作者）16名、金奖30名、银奖50名、铜奖90名、优秀奖290名（包括大学生）、杰出外国剪纸艺术家15名。另一部分是中外剪纸名家大师代表作。所选作品宁少不滥，以精为准。其中，有民间的，也有专业的；有传统的，也有现代的；有意象的，也有具象的。可以说，这是代表世界上最高水平的剪纸作品集，从中可以看出各国剪纸不同的特点和风格。
