简介
《妇女权益与公益诉讼》一书，是北京大学法学院妇女法律研究与服务中心在公益法研究所的合作、支持下承担的妇女权益公益诉讼项目的研究成果。它在推行男女平等的基本国策、构建社会主义和谐社会的宏大背景下，为我们观察和思考当前的妇女权益保障问题提供了新的思路和视角。在《妇女权益与公益诉讼》即将付梓之际，主编者嘱我在卷首写几句话。由于这个项目的研究范围也是我长期关注的领域，故欣然从命，草此短文。祝贺之余，还想借此机会就妇女权益领域乃至其他领域的公益诉讼谈一些看法。
改革开放以来的三十年间，特别是妇女权益保障法颁行和第四次世界妇女大会在北京召开后的十余年，我国的妇女权益保障事业获得了长足的进展，但是也要清醒地看到，法律上的要求并没有完全成为生活中的现实。权利虽已设定，保障措施却不够到位，特别是程序法上的保障措施不够到位是影响妇女维权工作获得更大进展的重要原因之一。通过公益诉讼完善程序法上的保障机制，是我国妇女维权工作的当务之急。自2004年起，北京大学法学院妇女法律研究与服务中心已将工作重点从一般的法律援助逐渐转移到具有公益性的诉讼上来，这是有其远见卓识的。对于《妇女权益与公益诉讼》提供的诸多案例和调研报告，在短短的序文中，不可能予以具体的评析。
