The role of regulatory governance in developed countries is relatively well developed in the literature, but when it comes to developing countries, it is often assumed that "best practices" from the developed world can simply be transferred wholesale. Clearly disagreeing with that idea, Minogue (Institute for Development Policy and Management, U. of Manchester, UK) and Cari帽o (public administration and governance, U. of the Philippines) present 14 conceptual papers and case studies that link questions of regulation and governance to the particularities of development. Conceptual papers discuss states and modes of regulation in the global political economy, the implications for developing countries of the internationalization of regulation, and comparison of international experiences in regulatory reform. The case studies discuss regulatory reforms and practices and issues of poverty alleviation in the Philippines and South Africa. A concluding essay presents a diagnostic model for capacity building in regulatory agencies and competition commissions based on an empirical study of the information and communications technology sector in Southern Africa.
