The early 1960s Supreme Court case of Baker v. Carr, which led to the state of Tennessee redrawing its district boundaries such that all had equal populations and, therefore, equal representation, helped set off a reapportionment revolution in which equal representation came to be enforced by the courts and implemented by legislatures, which in turn would have profound effects on the distribution of public expenditures and other vital political questions. Ansolabehere (political science, Massachusetts Institute of Technology) and Snyder (political science and economics, Massachusetts Institute of Technology) examine the impact of the reapportionment revolution, arguing that unequal representation had previous pulled public policies away from the preferences of the great majority in the states and that reapportionment restored the natural balance between the parties and among competing ideologies and interests.
